Common Pool Resource is universal in human economic society. "Tragedy of the commons" and "Prisoner's Dilemma" show that the only consequence of Common Pool Resource is to be exhausted. But through the experience and observation, there are a lot of real cases that the state of Common Pool Resources is improved through implement self-governance succesfully. In the transition period of China, many disputes arised continuously about residential community public affairs, however, at the same time there are some owners of residential community, who sharing the Common Pool Resources have formed self-governance institution and successfully maintain it. Therefore, it has great value and significance to investigate these cases and find the factors that affect the formation of cooperative management. The paper describes the process of the self-governance institution formation, and analyzes the participants'decisions that surrounding the Common Pool Resources. The income of the Common Pool Resources influences the actions of both internal members of the group (oweners of the residential community) and outside subjects (Developers and prophase Property Management Company), and thereby affects the formation of self-governance institution arrangements. Based on the theory envisage, by establishing the oretical model that using individual utility function, describing these real cases and analyzing comparatively, the paper verifies the theory envisage and presents the conclusions:there is a equilibrium range about the income of the residential community Common Pool Resources, at this level some oweners of the residential community are willing to be a entrepreneur, and Developers and prophase Property Management Company do not want to pay enough cost to prevent the appearance of entrepreneur. All these will surely be the necessary conditions of the formation of self-governance.
