After 30 years of initiating the reforms and open policy, China has achieved tremendous success in all sectors especially in pharmaceutical industry. The pharmaceutical industry has been known as the eternal sunrise industry in China. No matter the size or quality, pharmaceutical industrial has already become the fastest growing industry of the national economy. But, there are so many different organization structure and management of different pharmaceutical companies. Although some of them have already optimized part of their ownership structure and organization structure to make the company's development healthier. But most of the pharmaceutical companies are still in immature stage. After China's accession into WTO, global competition has thoroughly changed the original competition in China's pharmaceutical companies. "Open" means the door to the foreign market is opened to China pharmaceutical companies. At the same time, it also means more foreign companies will enter into China market.The uncertain of the external environment and changes in the basis of competition demand that China's pharmaceutical companies think more in-depth about their future development. Collectivization is almost the trend for the current world's economy and society development, which is also the key channel of China's Optimization and Up-grading of the industry and making the industrialization finally. Especially, considering the high-speed development and popularization of the modern information technology, the existing and survive environment for enterprises are changed basically. Collectivization is the best choice for an enterprise to obtain the core competitiveness. The construction of China's pharmacy industry's collectivization began early. During its development, we got some successful experiences while some failure experiences. Generally speaking, accompany with the reforms of the pharmaceutical enterprises management, which is carrying forward, the trend of collectivization goes well. Of course, comparing with the developed countries, our collectivization scale, depth and rate are not enough. Lack of acknowledge and lower execute power are the two difficulties for developing China's enterprises'Collectivization.Therefore, we should raise our awareness, change the conception, sum up the experience and learn from the mistake. Establish the developing plan according to the enterprise's target and the real situation of ourselves. Enhance the innovation of operating mechanism and management to be a more competitive pharmaceutical company after we joined the WTO. It is an urgent task listed in front of all pharmaceutical companies. The article reviewed and concluded the basic theories of group managing and organization designed at home and abroad, used vulgate method of PESTO, analyzed the environment that HS pharmaceutical company should faced inside and outside and the relativity with the company strategy and the conflict which are still existent and the mode which compliant to the controlling. At the same time, systematic designed the mode of controlling including the functional localization of all level in group, organizational structure, system of managing, and drafted the institutional documents and steps about how to implement.In the end of the article, it summarized the collectivization situation of enterprises in nearly one year and proposed several key issues which should be resolved during the later five years of collectivized controlling. Through the research of the reforming of company collectivized and model of control and management, the author hope to playing an improving role in Hansen's collectivization and benefiting, meriting the references about reform of business organization to the industry and even other industries.
