Xx Institute Research, The Development Of Technological Innovation Fund Project-based Management

To make technical innovations and new product development on a big scale is crucial to develop economic efficiently and rapidly-Sidelights. Any enterprise need survive during cut-throat competition of marketing, and achieve more glorious results in prosperity. This is the only way to speed up technology innovation and new product development, which is also a long-acting stratagem for enterprise running well.XX Research Institute is a Large-Scale Multipurpose base for high scientific and technological research & development. It has the longest history, largest scale, widest discipline coverage, strongest research & development ability, and the most plenty of technological achievements among electronic system engineering field in China. It is a leader in this field. However, along with the competitors'ability improved, the competition becomes fiercer accordingly. Therefore, this Institute establishes several hundred million Yuan fund annually for technical innovations. This paper has studied project management system of development fund based on technical innovations, the established measures of technology and development route map against the background of the enterprise's integrated development stratagem, as well as project determination evaluated, selected and management process for the critical development fund. All studies are based on the analysis of overview, operational characteristics, and the existed problems of development fund project management for XX Research Institute.The studies detailed in this article provide theoretic reference for military industries to implement technical innovations. In the meanwhile, these studies have a certain effect on experience and reference for the relevant enterprises to set up a system of management, establish technical development route map and manage project determination.
