Technical innovation (shortened as TI later on) is not only an important guarantee for a smooth economic growth, but also an arena where fierce competitions go on between modern enterprises. However, as a complex process involving person, organization and project, TI heavily relies on an enterprise's efficient management to redistribute the resources inside or outside this enterprise for coordination and further development. The management of TI, accordingly, ensures success for TI in terms of system, organization, strategy, leadership, environment, operation and distribution of resources. Advanced TI management will be highly conducive to the implementation and development of TI in enterprises.As a complex and dynamic system, TI may affect the operation of an enterprise for a certain period, long or short, which makes it possible for TI to develop reliability on methods. With the physical or non-physical factors involved, it is nothing short of a strategic issue for an enterprise to select a proper method.An analysis on an enterprise's TI management system and factors leading to its failure or success may shed light to the fact that selection and assessment of technical opportunities are a difficulty to TI while construction and utilization of an inside or outside environment guarantee the actualization of TI. Therefore, this paper attempts to explore the effective approaches to TI management of the enterprise from the perspectives of technical selection, regional TI environment and nurturing of corporate culture.Technical Selection constitutes a multi-faceted problem concerning policy-making. In executing it, an enterprise should by no means neglect such macro principles as being economic, scientific and social and sustainable development. In this process, some micro principles associated with the enterprise's interests should also be followed. Along with that, an analysis and decision-making step must be conducted both strategically and tactically.Regional TI Environment is a general term that indicates all the conditions that concern technical innovation and expansion and affects its effects. This paper assigns a leading role to the enterprise while seeing other action performers as a constituent part of the TI environment.To maintain a lasting trend in TI, the enterprise should take an active part in nurturing the Regional TI environment, maximizing the use of it and aiming at the greatest effort possible from it. Within the region, as to nurturing a regional TI environment, it is a highly effective way to promote the cooperation among the government, industry, university and research institute.Corporate culture consists of implicit and explicit cultures. The former includes the target, spirit and value of the enterprise while the latter modern enterprise system. They exert their influences on the enterprise's TI in various ways. To further the management of TI in the enterprise, nurturing a corporate culture conducive to TI is nothing short of another effective way. In nurturing a corporate culture, an enterprise cannot dispense with these factors: cultural pattern, corporate spirit, core ideas of management, innovation system and brands of its mainstay products.
