Technology is the principal motivity for the growth and the development of enterprise, and it is an important factor to achieve kernel competitive ability and to maintain the advantage of competition. Innovation is the most important segment of technical management, and is the first question to be resolved during the technical management. The objective of technical management is realizing economic increase of enterprise by means of technical development. Therefore we should construct our technical management system via. taking the technical innovation as pivot; fetching an appropriate management method and letting to be oriented by the strategical goal and consolidate continuous.We discussed here the status and the existent problems of the technical management system from Harbin Gas Chemical Corporation on the basis of technical management theory as well as technical innovation theory with the research object of the technical management. Furthermore we analyzed the advantage and the inferior position of our technical management system, then we drafted the guideline for the construction of our technical management system and fixed on the principle to be followed for the construction of technical management system and raise a conception for such a technical management mode of gas chemical industry and we had taken more researches on the running performance of this system, after compared with inland and foreign technical management system. At the end, we gave corresponding suggestions to improving the technical management system of Harbin Gas Chemical Corporation.From the research on technical management of Harbin Gas Chemical Corporation we got following conclusions and results:First, correspond with current energy market and the developing policies of relative industry the technical management system of Harbin Gas Chemical Corporation hold the advantage meanwhile inferior position together; the original technical management system falls behind compared with these from inland and foreign advanced gas companies, it need to be rebuilt.Second, we planed the Harbin Gas technical management system; composed mainly of four subsegments, namely technical innovation management, technology and technique management, Quality control system and technologist management.Third, we discussed the subject about the performance of technical management and make out the evaluating indicators together with matrix for performance evaluation.Fourth, clarified the tasks need to be enhanced to construct the technical management and to promote the system running well, it is: to consummate encourage system of technical management, to select reasonable strategy of technical management, to enhance the independent innovating ability of enterprise, to train staff for technical management, to construct a culture of technical innovation and to reinforce the construction of exterior legal systems as well as interior principles.
