Since the reform and opening up,Shanghai's economic development has made tremendous progress and has played a significant role In enhancing the country's industrial structure and international competitiveness. Today, with the development of world economic integration and China's economic, Headquarters Economy becomes aim of Shanghai.Though Shanghai s Headquarters Economy developed very quickly and initially taken shape, the facts including enterprises lack of dynamics of innovation, innovation system falls far behind the advanced level, infrastructure &technology develops slowly and the accumulation area for headquarters is not clearly designated are hindering the further development of Shanghai s Headquarter Economy. How to enhance the competitiveness of Headquarters Economy turns into the problem must to be solved for Shanghai s overall economy.Correct understanding of the development of Shanghai's economic competitiveness contributes to determine the advantages and disadvantages of shanghai s Urban competitiveness. Then we can make a good Oriention for Shanghai's future development. We made an empirical analysis for Shanghai-Headquarters- economy s competitiveness.We compared shanghai with other international financial center. After that we found there are many shortcomings of Shanghai's competitiveness, Such as Imperfect mechanism for social innovation, Imperfection of Infrastructure and Communication system, etc. Meanwhile, Shanghai has many competitive advantages, for example initial development of Headquarters Economy, Support of national policy, etc.In short, based on the above analysis, we made specific Policy recommendations; we are convinced that, in future, Shanghai s development will be better. The innovation of this article is different analysis of the advantages and disadvantages of Shanghai using a variety of methods. Shortcomings are the lack of comprehensive evaluation.
