The urban water supply and drainage is an important part of city infrastructure and environment construction, it's a basicial industry which has a overal and pioneering impact on the national economy development, and also a main indicator on the urban functions consummation, the urbanization level improvement and living environment quality development. During three decades of the Reform and Openness, Shenzhen tried a number of tentative reforms on the urban water supply and drainage project construction management and operational management, but there are still some problems, such as operational inefficiency, the unsound government legal system of management and more administrative intervention. In this respect, Hong Kong has a rather complete system and its own characteristics, therefore, the comparative study on the urban water supply and drainage project construction management and operational management of two cities has a great significance on improving the water supply and drainage of the city of Shenzhen.This article takes the project management knowledge system and the actual situation of the construction management and the operation management for the urban water supply and drainage of ShenZhen as a foundation, and collects materials through the massive on-thes-spot investigation and the interview analysis. The system analysis and the SWOT analysis method has carried on the contrastive analysis to the Shenzhen and Hong Kong city for the urban water supply and drainage in these two aspects. At last it puts forward the proposal to strengthen the construction management and the operation management of the urban water supply and drainage of Shenzhen city.On Construction management level: From the laws and regulations, the organization establishment and the pattern of construction, to throw aspects and so on financing system to analyze Shenzhen and Hong Kong's urban water supply and drainage construction management in similarities and differences, and by summarizes these it obtains that Hong Kong centralized longitudinal management pattern characteristic and Shenzhen supplies the draining water integration characteristic.On operation management level: it analysis the Hong Kong operation and fund model and the Shenzhen fund franchising model from following three aspecsts: the operation and management model, the price of water system, the water-saving and sewage treatment, specifies that through the rational use of economic price leverage to enhance public awareness of the importance of water conservation, and summed up the characters of Shenzhen and Hong Kong in drainage works for operation and management model.At last this article formulates the strategic planning of "Keeping a Foothold in ShenZhen, scan widely the country" and puts forward some suggestions which has stronger pertinency through the result of comparative analysis just now, and all that are based on the SWOT analyzes, and aimed to strengthen the management of the construction and operation of ShenZhen' water and drainage system.What this paper has studied is related to urban water supply and drainage which is an important area of basic research results. The results of this paper have important guiding significance in theory for the the development of urban water supply and drainage engineering in Shenzhen. At the same time, it was worth learning for the improvement in developmental level of China's water-saving works to a degree.
