Chinese Inspection And Quarantine Authorities Of Administrative Ethics Research

Inspection & Quarantine Department is a state executive and supervision institution, which is in charge of goods' inspection, authentication, attestation, supervision and plants' quarantine, sanitation quarantine. It is an administrative executive institution bearing the responsibility of guarding the security of the state boundary, ensuring the quality of products, improving the industries' level, and promoting the trade and economic developments. After several structure reformations and function transformation, the Inspection & Quarantine institutions have been trying to develop the operation and personnel strengths.Since China's entry to WTO, China's foreign trade and economy developed rapidly, trade frictions happened frequently, technical and trade tariffs in quality, technical, sanitation and environmental protection boosted up, products' quality-failure cases enhanced, export products' warn notes and export ejection or even export bans increased. These background heavy the duties of the Inspection & Quarantine Institution and also make it clear that its function is not effective.The paper introduces the problems and challenges of China Inspection & Quarantine in the administrative ethics angle and analyses the lack of organizational and personnel ethical responsibility and its causes. Then, in the light of Public Administration and Administrative Ethics theories, five ethical construction ways including function transferring, system ruling, capability improving, moral & ethical instruction, and social supervision are proposed to improve China Inspection & Quarantine functional effectiveness and its contribution to the State Security, economy & foreign trade, and civil health.
