The globalization of food trade has greatly accelerated the flow of food supply chain worldwide. Meanwhile, when food pollution arises in one country or one region, it would quickly follow the flow of food supply chain to threaten consumer health in other countries or worldwide, to cause global concerns on public health, to weaken consumer confidence in food safety and the quality assurance of branded products, and to even cause the loss of public confidence in the management system of the local government or the region. Among all non-traditional safety issues, food safety has been an increasing concern to international society. This is especially true in the East Asian region where the food safety causing-trade friction between China and Japan may happen sometimes.The aim of this thesis is to apply the non-traditional security theory and the regional public goods-related theory to specific cases, to explore possible ways in applying the mechanisms of regional public goods to solve non-traditional security issues. This thesis focus on the specific food safety cases occurring between China and Japan in the East Asian region, to analyze the apparent reasons of food safety including the corporate ethics of the involved companies and the government regulation, and the primary reasons behind food safety, such as the game of politic and economics between the two countries. This thesis takes an in-depth approach to elaborate the impact of the food safety incidents on nationality feeling, national economic and trade, and national image of the two countries, from which a mechanism of applying the regional public goods system to solve the regional food safety problems is proposed.This article consists of three parts: the introduction, the body, and the conclusion. The introduction describes the background and significance of this study, the organization framework of this thesis, and the review of domestic and international literature reports. The first chapter of the main body introduces the theoretical framework of the non-traditional security theory and the regional collaborative management analysis theory. The second chapter of the main body elaborates the current status of food safety and food safety regulation in China and Japan,, and compares them with those in Europe. The third chapter of the main body illustrates specific example of food safety problem between China and Japan, to explore the direct and indirect causes for such kind of incidents, and to discuss the impact of these incidents on nationality feeling, national economic and trade, and the like, of the two countries. The fourth chapter of the body proposes a possible mechanism that can be established for regional public goods supply between China and Japan, which may ensure food safety between China and Japan. Finally, the conclusion summarizes the main points of this thesis, including the proposal for establishing a regional public goods mechanism to solve regional non-traditional security issues, to strengthen collaborative management among regional countries, and to promote prosperity and development of regional countries.
