The competency method is composed of attitude,personal characteristic,knowledge,skill,ability, etc. On condition that one has understood the needs of the competency of his own position, purpose-aimed training should be carried on, so as to enhance the great-leap-forward development personal development.The application of the competency model traced back to the 1950's, when the State Department of US realized that the effect of diplomat selection based on intellectual factors was not satisfied. It seems that many talented persons look excellent by appearance; however, the performances in real work were disappointed. Regarding this, Doctor David C. McClelland developed a method of talent selection with the invitation of the State Department of US, by which we can effectively anticipate the person's achievement in real work. Accordingly, competency method came out, which make a comprehensive and systematic research to a given person and make a general judgment and analyses from the appearance to the intrinsic traits of the given person.The competency model is the foundation of human resources management for modern enterprises. Therefore, to establish a competency model suitable for the enterprise may get twice the result with half the effort as for the enterprise management ,which can be applied in the following aspects ,such as enterprise strategy,the core competence,the learning &development and the employment &selection. This article is an empirical special report, specified in how to establish & apply competency model in real work, making a conclusion by analyzing the D Group and giving advice during the implementation of the competency model.
