Under the station of China accessing to the WTO and signing the "Framework Convention on Tobacco Control", the competition of the Chinese cigarette market becomes more seriously. In order to effectively meet the needs of the cigarettes market, and respond to changing mark, there is no time to lose to raise the ability to cultivate brand of cigarettes.Promoting the ability of cultivation to outside cigarette and stimulating the consumption of outside cigarettes is the only way to resolve the contradiction about supply and demand of marketplace, keep economy continuing increasing, and strengthen enterprise core competition in shaoyang cigarette marketplace.This paper carries on the researches on the theory about the cultivation to domestic and foreign brands and practice about cultivation, and carries out in-depth research to Shaoyang cigarette consumer market. The paper also analyses prioritily the cigarette environment and the characteristic of the cigarette consume behavior.From six aspects, to resove the problems about brand cultivation at present in shaoyang, we carry out the design to the cultivation to outside cigarette in shaoyang. We create the measure to the brand cultivation, design the promoting sale along with chest, design the stimulating measure to the retailing links and the pursuing measure to consuming links, also design the measure to brand cultivating cooperated with the branch about industry and commerce. To promote the development of the tobacco industry, we should mobilize all forces to ensure that the cultivation to foreign cigarette brands can carry through smoothly, combining with promotion of the Red River in Shao Yang market.
