Rapidly and orderly, the development of global economy has been fully entered into the era of knowledge economy. Under this background, people have become the most important factor of production, and been attached more and more importance by enterprises. It has been an urgent task for managers of enterprises at all levels how to set an effective competed system which can attract, retain qualified personnel, and give people a platform to develop their potential talents. Attaching importance to talent promoted that the enterprises changed the cognition of the emolument of employee: Firstly, they used wage as simply compensation for labor, now started using staff salaries to provide service, promote the development of staff and inspire people to take advantage of the potential. Remuneration management has been one of the key issues for enterprise to operate efficiently and enhance its competitiveness. However, because of the complexity and uncertainty of the salary system, people pay more attention to how to design rational and effective pay system. For a long time, people have always thought that the emolument was the wage, the bonus, or the kind of tangible physical, and then ignored lots of the content of the humanistic spirit. In today's knowledge-oriented time which is mainly based on the mental work , pay is no longer a question of pure economics, but is psychological problems, such as workatmosphere,respect,a sense of achievement, job satisfaction......This article firstly re-recognized staff salaries. Then, under the backdrop of applying the Scientific Outlook on Development, based on the analysis of the development, status, trends and problems of pay, it has made a people-oriented pay system in order to expound a new concept: Enterprises should always consider the interests of employees while setting the pay system in order to achieve mutually beneficial and win-win. It emphasizes on the importance of guidance to enhance the staff's capacity and meet the spiritual needs of staff. People are the core of the Scientific Outlook on Development. This paper made the people-oriented pay system in order to contribute to China's implementation of the policy—the scientific concept of development. At the same time, as a supplementary to the people-oriented pay system, this article has designed a dynamic pricing model of paying. The Pay Pricing Model provides a reference for both senior personnel and enterprise, and provides guidance to research on salaries level about the senior unemployed after the financial crisis.Pay distribution is the "Goldbach Conjecture" in areas of economic management. People can't imagine its complexity and difficulty. Various countries pay enormous energy to resolve the pay problem, but so far no country would dare claim to have solved the problem. To attach great importance to study the pay of employees, and to do continued exploration and innovation in the reform process are of great value for academic research and for application.
