With the advent of the Knowledge Economy and acceleration of globalization, competitions among businesses are gaining in intensity. The importance of Human Resources (HR) Management to the business competitiveness has been more and more evident. Meanwhile, changes in economic environments are also heavily influencing the practices of HR Management. Against these backgrounds, Chinese businesses have recognized that HR management is a defining factor to the success of business, strengthening the work in this respect. Some have had success in High-performance Human Resources Management; while most others are lagging behind, especially when compared to their American counterparts: they fail to help businesses increase competitive edges, create new values and enhance efficiency and profitability with a sound regime of HR Management. Therefore, this article is trying to find out the shortcomings of High-efficiency HR management practices of Chinese businesses by means of comparing what Chinese and American businesses do in this field, and to propose a set of feasible solutions that reflects the realities in China.
