The implementation of agricultural modernization is the basic direction of china`s agricultural development. The development of agriculture, especially commerical produce is directly related to people's livelihood, and has a strong impact on the overall development of the entire national economy. The communist party's 16th National Congress had set a goal of building socialist new countryside. The foremost task is to accelerate the pace of building new countryside through the development of modern agriculture.The communist party`s 17th National Congress still gives the priority to the development of modern agriculture and the prosperity of the rural economy.Heilongjiang Province is the major commerical produce base, and plays a vital role in ensuring food security, revitalizing the northeast old industrial base, building a new socialist countryside.This paper is exploring that Heilongjiang province `s development pattern of agricultural modernation,with taking an example of the Heilongjiang bureau of agricultural reclamation, borrowing from the developed countries`s advanced experience of achieving agricultural modernization. This paper submits the "Six in One" plan.That is to take the family farm as a leader, science and technology as the support,the completed service system as the basis , enhancing the human capital as the focus,improving the regulation system as ensuring,and the Heilongjiang bureau of agricultural reclamation`s development model as an example to build the agricultural modernization in Heilongjiang Province.this paper also analysizs Heilongjiang province`s advantages and restricted factors of developing of the modern agriculture.Based on the above, it presents the approach of achieving Heilongjiang province`s agricultural modernization, puts the emphasis on scale-operation in order to speed up the pace of implementation of the agricultural modernization and build the comprehensive well-off society.
