Supply Enterprises In China, The Crisis Management System Study

The power supply enterprises are the key enterprises of national economy, whose safety is more and more concerned with economic development, social stability and harmony. In recent years, a series of sudden events related to electrical industry occurred home and abroad, such as power deficiency, large area blackout, which has inserted serious negtive influence on economic development and life of people. Lack of crisis management awareness and crisis management system constitutes the internal reason for those events. It needs great attention of modern power-supply enterprises to recognize the enterprise crisis, strengthen the suffering consciousness and properly handle the crisis management. Therefore, it is of both theoretical and practical significance to study the connotation, characteristics, identification and assessment techniques, prevention and processing mechanism so as to establish a crisis management system.By qualitative study and quantitative analysis, this thesis tries to achieve the following objectives:1) It establishes a crisis management system, which includes a crisis process management system and crisis supporting management system for power supply enterprises. It achieves crisis identification, analysis, prevention and management by adopting tools such as FMEA analysis, FTA analysis, ISM analysis, Crystal Ball simulation. The crisis management system enables power supply enterprises to enhance their crisis response capability, raise their management level, improve their competitiveness, and promote their sustainable development;2) A quantitative assessment on the identification of crisis was conducted from three dimensions - severity, probability and controllability and a crisis grading table was thus formed. Both an effective standard emergency preplanning system and emergency response process are established to handle the most important crises in terms of responsibilities, personnel, technology, actions, command and coordination as well as material support of crisis management organizations. The analysis of effectiveness and efficiency by adopting the Arena simulation technology is also conducted and as a result, the most effective solution was worked out;3) The thesis implements empirical study on large area blackout and power supply guarentee for EXPO, makes quantitative analysis of causes and influencing factors of crisis, proposes prevention and control measures, and formulates emergency preplans. Integrated with joint emergency drilling of large area blackout, the measures and preplans can strengthen the crisis management consciousness of power grid enterprises and key customers. The thesis also comprehensively examines the emergency response system, preplans and drilling facilities so as to establish a solid foundation for maintaining urban safety and social stability and safeguarding people's lives and properties.
