Consider The Strategic Consistency Of Enterprise Information Resources Planning Studies

With the further development application of information systems in enterprises,the necessity and importance of Information Resource Planning(IRP) has gradually received extensive recognition and attention. However,there is a lack of IRP methodology with strategic alignment, which could cause the inconsistency between IRP and macro-strategy of enterprise.It can substantially affect the success rate of IRP.This thesis studies the supporting methods of IRP which consider strategic alignment and consummate the current research in this area.Firstly,referring to the idea of Balanced Scorecard and combining with the concept and model of cause-and-effect path analysis,method of forming strategic elements of business process is brought forward. Especially,the corresponding general mathematical model of this method is presented.The method can effectively support the determination of strategic elements of enterprise business process,promote the planning of macro-strategy to implementation,and support the following business process optimization with strategic alignment of IRP.Secondly,based on the idea of Balanced Scorecard and Fuzzy Set-Covering theory,performance indicators selection method with strategic alignment of enterprise is discussed and presented.The method decomposes and correlates the strategic elements of business process with adjustable enterprise performance indicators.Thus,enterprise strategic objectives can be substantialized through performance indicators.The method can indicate the performance requirements of strategic objectives, path to the success and attention point.It can provide support for the whole IRP work.Thirdly,the framework of IRP schema selection method is illustrated. It includes three parts,i.e.strategic level,operational level,and the correlated evaluation of strategic level and operational level.Based on theory like Analytic Hierarchy Process and Analytic Network Process,the corresponding method of each above level is presented.The selected IRP schema through the method has consistency with enterprise strategy.It can break the limitation of former methods which cannot make the choice of IRP schema from a high and overall level,i.e.the strategy of enterprise.The method can also be used to evaluate the severity and priority of every sub-information system.Based on the former methods,the system function planning and business data planning of IRP implementation are finally studied,and the implementation strategy,implementation planning and schema of IRP are also discussed.They can better support the IRP of enterprise,construct high-level data environment and realize informationization of enterprise management effectively.
