Management Of Mobile Communication Base Station General Contracting Projects

3G licenses were released in 1/7/2009 by MII accompanies with lots of communication industry operators successfully restructuring,which brought a new upsurge of large-scale construction and new demands on mobile base stations' construction are welcome in.At present,mobile base stations were mostly constructed by owners,this kind of model is relatively mature and stable,while there are some potential problems such as:(1).Problem of administrative angle.The administrative function of construction departments is engineering operation(micro-management), which is very difficult to be turned into engineering supervision management(macro-management).(2).Optimization problem of human resources structure.Mobile base stations' construction demands lots of engineering constructors,while the number of professional functionaries being put by operators owners is always more or less,which is very difficult to optimize the structure of human resources.(3).Problem of risk management.Mobile base stations' construction has high risks,which is very difficult to shift risks under the owners' model.(4).Problem of construction system.Corruption phenomenon of correlative departments and staff can be infested easily under owners' model.In response to the problems above,this paper will apply the concept of the contract management to the mobile base stations' construction. From the introduction of the organization structure model to the analysis of the substantial component finally the discussion of the specific engineering cases,the text try to employ the method of contract management to the mobile stations' construction.From all the research above,this paper makes some new achievements such as:(1).The application research of parallel design in the contract management.Using parallel design method to put purchase and construction information back to design,which is favorable to rational design and also can reduce design changing,shorten time limit for a project,save investment.(2).The application research of limit design method to the mobile base stations engineering.In order to effectively control the whole project investment,a limit design method was presented.Specific measures as follows:firstly,to break the contract project down by WBS method,then to limit the initial investment by contract organization inner and outer experts,at last,to present the project design plan.(3).Presentation of the overall risk management technology concept. Pointing to the organization structure and risk disgusted degrees of mobile base stations' contractors,this paper analyze the incidence probability of risks and level of injury risks from three stages such as project decision,implement and operations maintenance,and then present corresponding measures.
