In recent years,the State Administration of Taxation and local governments in order to enhance the ability of tax cadres,to "train cadres,improve quality,talent and strong tax" strategic plan.The overall quality and operational capacity of civil servants in Jinjiang City tax system affect the effectiveness of the national tax system.Therefore,it is of great practical significance to enhance the civil service capacity of the national tax system of Jinjiang City.It is an important way to build a civil servant team with loyalty,cleanliness and responsibility.Therefore,how to use scientific and efficient training methods to enhance the capacity of civil servants in Jinjiang City tax system is a practical problem with the value of research.Therefore,it is an important way to improve the ability and quality of civil servants.In this paper,the training of civil servants in the national tax system of Jinjiang City is studied,and the current situation of the training of civil servants in the national tax system of Jinjiang City is analyzed through interviews,questionnaires and access to information.The existing training modes of civil servants in Jinjiang City National Tax System are found.This paper introduces the concept of competency,and adopts the behavioral event interview method,the work analysis method and the questionnaire survey method to construct the competency model of the civil servants of the national tax department of Jinjiang City.According to the model design Out of the training system and safeguard measures of civil servants in Jinjiang city tax system based on competency.This paper argues that there are three problems in the training of civil servants in Jinjiang City,one is the lack of analysis of the needs of the training object,the second is the lack of scientific design of training,and the third is the lack of effective training evaluation system.The reason is that one is divided into the training object is not based on competency,the second is to improve the competency as a training goal has not been taken seriously,the third is the training content design does not highlight the competency.Through the analysis of the needs of training organizations and the environment and the needs of trainers,as well as the experience of foreign civil service training,the training objectives,contents and methods of the civil service department civil servants are set up based on competency,and the training based on competency training is put forward,based on the competency of the training organization form and the establishment of competency-based training system,and finally put forward the competency of the national tax system level civil service training evaluation method.
