With the deepening of China's financial system reform these years,the successful strategy for the enterprises in such a fierce competitive environment lies in constantly improving its overall capability and adapting to changeable market.China's state-owned commercial banks are broadening system reform to achieve the goal of international commercial banks with high global competitiveness.Under the double requirements of inner and outer,China's commercial banks must have a set of competitive,regulated and scientific performance appraisal system for practising strategical revolution and promoting strategic transformation,so as to get the objective of sustainable development.The conventional performance assessment system adopts financial indicators,which is regardless of non financial index contribution rate.The traditional assessment methods cannot overall apply to the state-owned commercial banks,Therefore,it is important to design a full series of reasonable and scientific evaluation process to put a foundation on the sustainable development of the state-owned commercial banks.H provincial branch of Bank of China was taken as researching target in the paper.On the basis of present situation of the performance evaluation system and the guidance of the overall strategic objectives,the Balanced Scorecard was chosen as an innovative assessment means,which established four dimensions of financial,customer,internal processes,learning and growth to analyze their correlation.The assessment indicators were developed in dynamic track and analysis of the index values,and necessary adjustments were made according to the index,promote the initiative and innovation of employees.Finally enhance the core competitiveness of the banks in the market economy.According to the characteristics and development stages of the commercial bank,Balanced Scorecard was taken as an effective tool to helpfully establish H bank performance evaluation system,which has strategical significance for China commercial bank in the new development phase.
