Rural Commodity Circulation System Of Government Functions

The rural commodity circulation system is an important part of rural market system, which plays an important role in rural economic and social development. For a long time, the governments at all levels have not given enough attention to the rural commodity circulation. Rural commodity circulation system lags far behind the cities, and can not meet the rural economic and social development. New socialistic countryside construction has given new meaning and put forward new demands to the rural commodity circulation system.Taking the construction and practice of rural commodity circulation system as the main clue, this paper first briefly reviewed the developmental history of the commodity circulation system. On the base of that, it discussed the case of weifang and introduced the function performing and the effect in the construction of rural commodity circulation system. According to that, this paper went on analyzing the main functions which should be undertook by the government, such as, government's policy guiding function, public finance supporting function and market order maintaining function. Besides, it analyzed the shortage of government function performing and the deep causes in detail of weifang city. At combining theory and the practice of weifang, put forward the focus of rural commodity circulation system, along with some concrete and operable measures, such as the focus and the outline of sought of circulation structural reform, the supporting scope and degrees of public finance, and the perfection of the developing of the rural commodity circulation system.The paper aims to explore the government function mechanism to establish and improve the rural commodity circulation system. On the base of reviewing the development of rural commodity circulation system in weifang, it tries to put forward some measures to improve the government function. It proposes the opinion that rural commodity circulation system is a kind of granted public good. The backward present state of the system has a lot with the neglection valuing of the circulated economy by the government, along with the confused ideas of government function and deviation of government work. And it responsibility to build rural commodity circulation system. In order to meet the rural economic and social development, government should adhere to the principle of "government guiding, market leading", and promote the rural commodity circulation system building through such measures as reforming structure, enhancing micro-guidance, supporting basic building, perfecting developing environment.
