"foreign Leap Forward" Probe

"Foreign Great Leap"is a big event which happened at the end of 70's in the 20th Century,which has a great impact on China's economical development.Basing at the economical heritage of the"Cultural Revolution",the leaders were too anxious in terms of ideology that they proposed a huge national plan which was beyond the economical condition of that time,so the implementation of the plan brought serious pressure to the national economy,which had been recovering.But at the same time, the formulation of the plan also reflected the courage of developing economy, speeding up the construction,daring to break the shackles and innovating boldly,so it provided a practical experience for the subsequent policy of opening to the outside world,and it became an important basis for national policy of the reform and opening up in the Third Plenary Session of 11th Congress of Party.Last year,it was the 30th anniversary of the convention of the Third Plenary Session of the Eleventh Central Committee of the Party.This year,it is the 60th anniversary of the founding of the PRC,so many important questions of the Party history will cause people's reflection and attention. As an important economic event which happened at a special time that the"Cultural Revolution"didn't end and the reform would not begin,"Foreign Great Leap"is still filling with thick fog of history and politics. Regardless of in party history, national history or economical field,the research to this event is too weak. Therefore,it has a certain historical significance to ascertain the circumstances about this incident and to have a more comprehensive analysis about it.By doing so,it will make people understand this event well and provide a useful reference to the planning formulation of today's economical and social development.This article is divided into two parts: the introduction and the text. The part of the introduction states the thesis's current research situation,research methods,significance of research and innovation points.The part of the text has three chapters:The first chapter analyses the background of"Foreign Great Leap"."Foreign Great Leap"happened at the end of the 70's in the the 20th Century,which the environment at home and abroad had greatly changed.The difficult situation of the domestic economy forced the Party to own a kind of community psychology of valuing socialism modernization and making up for the lost of"Cultural Revolution"as soon as possible;the grand goal of the four modernizations was the political legacy left by the Party,it provided a theoretical basis for the plan of"Foreign Great Leap";the end of the"Cultural Revolution"and the crush of"Gang of Four"provided a good environment for political stability of China's domestic economy.The above-mentioned is the domestic background. In addition,the improvement of the foreign situation at that time provided a good international environment to attract foreign investment.The second chapter analyses the process,content and the decision-making responsibility of"Foreign Great Leap". The planning formulation of"Foreign Great Leap"had gone through a long process.This article describes it from brewing, molding, forming to termination."Foreign Great Leap"is an ambitious plan,so it has rich content and involves all aspects of the national economy. This article will specifically describe from four areas: the investment in infrastructure, agricultural production, industrial production and the introduction of equipment. Finally, this chapter will make a specific analysis to the decision-making responsibility of the planning.The third chapter is about the historical evaluation of"Foreign Great Leap".At first, this article analyses the cause of the end of"Foreign Great Leap", then it has an objective analysis and evaluation of its impact.Although"Foreign Great Leap"did a deal of harm to the development of the national economy at that time, but its analysis should be set up on the basis of materialism. From another point of view, the analysis will have a different result. In this article, four different perspectives will be used to evaluate this problem. Firstly, in terms of understanding, the planning of"Foreign Great Leap"succeeded from the"4·3"program of the"Cultural Revolution"in the guiding ideology, the both have certain similarities; but people tend to isolate the two plannings, which increase the extent of the planning"aggressive"nature. Secondly, from the point of the implementing effectiveness, after a period of construction,a lot of indicators in the planning had been achieved in varying degrees,especially the construction projects of foreign introduction. From this level, the planning is not too"aggressive". Thirdly, according to the contents of the introduced projects, it had optimized the structure of the industry. Lastly, according to the effects of the planning, in the process of the introduction, China has enlarged its contacts with foreign economic and grasped the trends of the international economical development. So the introduction provides practical experiences and lessons for the formulation of opening-up policy.
