The paper thinks that the theory relating to enterprise intelligence strength experienced a spiral rising and returning process, intelligence competence—information competency——intelligence competitiveness—competitive intelligence competence——intelligence strength, so it is necessary to make a deep study of the theory concerned with enterprise intelligence strength in the returning era of intelligence strength. Basing on comprehensively stating the above relevant research result, the author puts forward creatively a completely new concept of enterprise intelligence strength, explains the concept omni-directionally, analyzes systematically and makes assessment research comprehensively.Firstly, the paper defines the basic meaning and content of enterprise intelligence strength after discriminating the concept associating with enterprise intelligence strength, focusing on the analysis of main attribute and the form of external expression of enterprise intelligence strength, and illustrating the specific role that enterprise intelligence strength plays on enhancing enterprise core competitiveness.Secondly, basing on system theory and the function of each component of the system to enterprise intelligence strength, enterprise intelligence strength system is divided into: hard capability subsystem, soft capability subsystem, cooperating capability subsystem and developing capability subsystem, making concrete analysis of character and quality of grade two index of every subsystem and configuring relevant grade three index for every grade two index, so assessment index system of enterprise intelligence strength is made up.Furthermore, according to above built assessment index system of enterprise intelligence strength, combining with proved relevant research result, effectively integrating involved grade three index, so as to establish measurement index system of enterprise intelligence strength with operational value. Then studying concrete measurement process and methods of enterprise intelligence strength by establishing the model of fuzzy comprehensive assessment, and verifying scientificity and rationality of measurement system and method by using cases.
