Urban collective enterprises are confronting an embarrassing situation because of economic development. The urban collective model has inherent structural defects, such as lacking of in-place managerial policies and regulations, swinging between the role of a government agency and an enterprise, and social responsibilities overloaded.Therefore, these enterprises are not able to receive sufficient support as those state- owned corporations. The existence of urban collective enterprises has become an urgent issue, and the change of enterprise structure is critical and necessary to their survival and development.Change of structure involves integrating enterprise property rights, but it is only part of the enterprise development. Urban collective enterprise reform heavily relies on the success of its business development. Therefore, looking for an ideal model of restructuring urban collective enterprise and enhancing the quality of enterprise development by evaluating the development processes of the restructured enterprises is a significant research topic.The author has been working for an urban collective enterprise for many years and witnessed the whole process of enterprise restructuring as well as its subsequent business development. Moreover, the author has some valuable insights regarding the corporation's success and failures over the past few years. This article will utilize SWOT analysis based on the value chain activities to examine the current situation of enterprise restructuring and make a strategic analysis, and then some suggestions will be given to improve the process of enterprise restructuring and thus achieve the ultimate goal of enterprise reform.
