Along with China joining in WTO and the reformation of China telecom industry deepened, the telecom companies are facing the good chance to develop and the severe challenge. Under the new situation, in order to win in the competition, the continuous improvement of the telecom company operation capacity is needed which wouldn't exist without perfect process that is depended by the quick change of internal and external environment.Enhanced Telecom Operations Map (eTOM) is the international popular process framework which is becoming the management standard of telecom company and the guidance of operation management, production management and strategic decision-making gradually. Research on eTOM helps us to understand the international advanced thought of process management and improve the core competence of China telecom companies.This article is focused on the process system design and case study based on eTOM. At first, the article introduces the framework of eTOM. And then, based on eTOM, the process design which is fit to the practical situation is offered according to the status quo of the China telecom companies. At last, the study on how to use flow chat and process manual to improve the process system and how to use software to contribute the flat of process management is set up.It is a new topic in the area of China telecom industry to research the process system design and application based on eTOM, especially the case study about the domestic telecom company's actual situation which is significant for optimizing process system and improving the management competence.
