With the issuance of 3G licenses, Chinese telecommunications industry formally comes into the competition of full-services telecommunications business. Telecommunications industry's " full-service competition" means that currently China Mobile which mainly dominats mobile business can engage in fixed-line business; meanwhile China Telecom which mainly dominats fixed-line business can engage in mobile business. As a business strategy in China Mobile,full-service operation is a new beginning for developing full services which makes up for China Mobile's weakness and realizes a short-term goal of China Mobile. The focus of full-service competition is competition on enterprise customers.Guangdong Mobile lacks the MIS which can resolve the opening of end-to-end business and multi-department collaboration in enterprise servive. So it is an urgent need to build a MIS as daily support tools for enterprise customers'operation and maintenance.This research focuses on Guangdong Mobile under full-service competition. First,it studies relevant information system of enterprise servive, and researches requirements of all departments,such as management, market, maintenance which are relevant to the operation and maintenance of enterprise servers in Guangdong Mobile. Second by using NGOSS methodology combined with ETOM functions perspective, the auther rationally plans and designs MIS system function of enterprise service. Based on system functions,the auther optimizes business processes so that the functions of IT systems meet the needs of various departments, respond quickly to market and customer service, improve the satisfaction of enterprise customers and enhance company's full-business competition. Meanwhile, Guangdong Mobile now is in the forefront in the operation and maintenance of enterprise customers in China Mobile. This thesis aims to provide reference for Guangdong Mobile and other provinces in the design of enterprise customers'operation and maintenance system, and for the operation and maintenance management of individual users'full-service in the future.
