Urban infrastructure as special public goods has a unique economic attribute. For a long time, China's urban infrastructure construction is incompatible with the economic development. The construction funds mainly rely on the government's financial resources and the channel is single. With the establishment and improvement of market economic, investment and financing system of urban infrastructure changes certainly. Private capital participates in urban infrastructure construction gradually. The market mechanism introduces to the field of urban infrastructure gradually.In recent years, with the rapid development of national economy, China's urban infrastructure construction is in accelerated period. There are also the higher demands and expectations in investment and financing system reform of urban infrastructure construction. However, the opening of capital market is not high, investment is single and financing channels is relatively wide, and operational effectiveness is poor, government control is weak. Such problems still exist, and become urban economic development bottleneck more and more.How to reform the urban infrastructure investment and financing system, change the existing urban infrastructure investment and financing "bottleneck" and mechanism innovation, enhance the efficiency of supply, play the greater positive externalities? These are the purpose of the study. This paper takes infrastructure investment and financing of Zibo City as an example and studies the financing system by the numbers, with a view to such regional centre in urban construction funding.This paper is based on the theory of public goods, public choice theory and use statistical analysis and systemic analysis synthetically. Analyze the existing difficulties and problems according to the status and characteristics of infrastructure investment and financing system of Zibo city. Propose the assumption of urban infrastructure investment and financing system in building a regional centre. Emphasize that build city infrastructure investment and financing platform from a complete system composed by capital market, financing mode and administrative functions under the market economy.
