As a developing country, China needs to make infrastructure construction develop a bit more rapidly than economy develop in order to maintain China national economy' healthily and stably development. In fact, slow infrastructure construction is a hindrance to economic stable growth by reason of insufficient financing and inefficient using of investment. In the final analysis, system of investment and financing has problems.Under the circumstance of traditional system of investment and financing, government, as a main investor, controls the whole process of investment and financing so as to form the highly centralized system and insufficient financing and lack responsibility constraints. With the proceeding of market-oriented economic reform, reform on system of investment and financing has to be continuously deepened. Consequently, we need to change our ideas and make more efforts to probe into reform on system of investment and financing to improve current conditions.In context of evolvement of system of investment and financing and current conditions of system of infrastructure investment and financing, this dissertation is aimed at analyzing some problems and contradictions in infrastructure investment and financing and putting forward some basic assumption, such as promoting the change of government functions and roles, establishing new property right system to build up self-constrain mechanism, opening all operating infrastructure for non-governmental capital and boosting the constituting of laws and regulations to promote non-governmental capital participation, conducting continuous innovation of project financing of infrastructure to develop market-oriented direct financing system to widen financing channel.
