China's Urban Infrastructure Investment And Financing Research

The urban infrastructure is the foundation of modern social normal operation, it is to ensure that modern social production and the normal life of the physical carrier. Urban infrastructure products and or service, have gradually become the measure of a city development and the overall strength of the important criteria, but also an important material foundation and security.of a city effectively improve people's living standards. With the public use of urban infrastructure, system operation and investment in the amount of large, long construction period, characteristics, but also because of social awareness and economic development, such as constraints on urban infrastructure investment in long-term historical debts, the current city supporting infrastructure lag and rapid growth in demand for the conflict has become increasingly prominent. The financial strength of the local government is unable to assume all the investment in urban infrastructure projects, so the financing of urban infrastructure investment and marketting reforms has become the local government to speed up the construction of urban infrastructure and effective way. However, because of the vacancies and the shortage of laws, policy development and government regulation and so,there are many problems,many difficulties,quite a few detoursto the government, investors and consumers have brought varying degrees of damage. Outstanding performance inadequate financial support for the government, market investment and financing reform efforts is not enough, the government increased risk of excessive debt financing, market-oriented reforms in the operation of non-standard lead serious corruption, market reforms lead to Unauthorized fees within the infrastructure, and product fees increased production and lower quality service delivery.In this article, I will combine the theory study in school and the investigation on construction of urban infrastructure of Kunming, synthesize statistical analysis, management science, urban economics, finance and other disciplines of theories and methods to conduct systematic, in-depth Cross Fusion. Firstly, qualitative and quantitative integrated analysis method of the Urban Infrastructure Investment and Financing of the current situation and the question is also a comprehensive in-depth systematic studied to optimize our proposed on investment and financing of urban infrastructure development .That is to strengthen the Government's financial investment and financing of urban infrastructure,complete infrastructure product charges and government financial subsidy mechanism,improve the management of investment and financing platform for the Government to prevent financial risk,strengthen capital market development on the urban infrastructure development in the promotion of investment and financing,building and improving the governmental regulatory system on infrastructure .Eventually hope to constantly improve our urban infrastructure investment and financing system, and gradually reduce the urban infrastructure investment funds rely on local government finance, local government funds a small amount of capital investment, promote social capital, private capital and foreign capital into infrastructure investment, to achieve urban infrastructure sustainable development of industries in China.
