The increase of economy and population call for the increase of urban infrastructure. The population of Harbin has been increased from 780000 in 1949, 2170000 in 1978 to 3940000 in 2004. Urban infrastructure has been greatly developed for the last decade. However, it is not sufficient to meet the common demand of our city, whose growth falls behind the growth of economy and population. There is a great shortage of city water supplying, draining, garbage disposing, electricity supplying, fighting a flood etc. The over-used of urban infrastructure leads to the environmental deterioration of our city. The investment level of our urban infrastructure is far away from UN announcement level of developed country, even falls short of developing country.
