There are numerous typical examples in practice. The thesis approaches the subject that the comparatively developed mechanical and electronic industries of Fushan how to accomplish the industrial cluster and to play the role of collection combine with my thinking and practice in government macro-administration, especially aiming at the realistic development of Fushan. The thesis tries to expound the actual application of strategic management from the theory and practice allied angle of view in developing the mechanical and electronic industries to be industrial cluster, which to be expected to produce the beneficial function on how to develop the industrial park and accomplish the industrial cluster in practice in the regional economic development.The research of the thesis is through the following thinking. The research of the industrial cluster theory shows the important constituent of the current economic development is developing the industrial cluster. It has the important meaning on the development of regional economy. The important form of accomplishing the industrial cluster is developing the industrial park. The present developing condition of the Fushan mechanical and electronic industries shows it is the valid developing way to construct the industrial park and to play the role of the industrial cluster, but the development of the industrial park can not be blindness. It should under the guidance of the scientific developing strategies. Strategic management is the important managing method in the current economic development. It can indicate the basic problems, such as the target, running mechanism, allocation of resources, mode & method etc of the industrial park development and assure the industrial park developing along the set target healthily. The thesis elaborate on developing strategic targets choice and estimation, strategic implementation and safeguard, risks and their control.
