At knowledge-based economy ages, the value of human capital which is the important strategic resource is more important than material capital and financial capital. Because of the special characteristics of human capital, enterprises may suffer huge risks and gain lower return from investment. It is the key to an enterprise's success that how to distinguish and control the human capital risk of enterprise efficiently. Therefore, it has great theory and praxis significance for Chinese academe to research the theory of enterprises' humane capital investment control deeply and systematically.Based on the introduction of domestic and international study about the risk of human capital investment, the paper discriminates the related concepts about the risk of human capital investment, and studies the risk on the view of the methods of risk management.Firstly, the paper identifies the risk of human capital investment with system viewpoint: external environment risk and internal risk. And the later is the main risk. So the paper studies principal-agent risk and loss risk which are the more comprehensive and the complex risk in the internal risk. Then the paper establishes a series of perfect human capital investment and management rate index system mainly for internal risk, and structures the evaluation models for Shuicheng Iron and Steel Group proved by substantial example afterwards, by using methods of Analytical Hierarchy Process (AHP) and Fuzzy Comprehensive Evaluation (FCE). In addition, the paper establishes early-warning radar system of the risk of humane capital investment.
