Human development has entered the era of the knowledge-based economy. In the new century, the development of human resources, human capital accumulation in a country's or region's socio-economic development will become the most important source of motivation. In the recent years, the city of Jiaozuo has maintained a rapid socio-economic development, many of it's economic indicators have entered the forefront of Henan province, but about the three elements of economic development, as a typical mining town, Jiaozuo is facing the danger of depletion of natural resources, the growth of capital investment is also limited, but development of human resources is the most potential. Thus, in order to achieve and sustain rapid economic growth in Jiaozuo, the only way is to adjust the industrial structure, do a good job in human resources development and alternative resources.This paper analyzes the present state of human resources in Jiaozuo from three aspects: analysis of the human resource base indicator, analysis of human resources effectiveness, and analysis of environment of human resources development .Thus, it reached such a conclusion: the indicators of human resources in Jiaozuo are better than average in Henan province but is lower than the city of Zhengzhou ;the human resources efficiency in Jiaozuo is higher than the average level in Henan province, and is also higher than the city of Zhengzhou ;except from Inferior wages, the talent development environment in Jiaozuo is superior to Zhengzhou and Sanmenxia . In this paper, there is a prediction about Jiaozuo in 2010 in four aspects: the total human resources, the distribution of human resources industry, the hierarchical structure of professional and technical personnel, and the academic structure etc. In the "11th Five-year Plan" period, the development of human resources, the adjustment of human resources qualifications and the title Structure are the most important things in Jiaozuo. Finally, the paper discusses the establishment of a sound human resources and industrial structure interaction, focusing on building the ranks of professional and technical personnel, vigorously developing education and other constructive comments.
