Since the strategic alliance management model is proposed for the first time, it has been spread far and wide between the enterprises in the worldwide, which creating a new situation of cooperation and competition among enterprises. Banks are no exception, the implementation of a Banking strategic alliance is a new trend for banks to expand and develop. Confrontational competition is gradually replaced by cooperative competition.In china, the banks who participate in banks strategic alliance is always small and medium-sized commercial banks, and thus there is few research on the implementation of the strategic alliance between the city commercial banks and large state-owned commercial banks. This literature studies the motives and conditions for city commercial banks and large state-owned commercial banks in building banks Strategic Alliance. The study finds, their resources and advantage are complementary in many aspects. Banks strategic alliances can help city commercial bank break through the bottleneck of the development and achieve rapid expansion, help large state-owned commercial banks to focus on its core business, enhance the core competitiveness. This article is established from the "Guimiantong" business cooperation between Lanzhou Bank and Industrial and Commercial Bank of China Gansu Province branch.Therefore, in the end of the article, it tells the establishment and operation of the business cooperation between the two in detail, uses the elastic analysis method proving the existence of Pareto improvement between the two.
