The state-owned electricity generation enterprises gradually move towards the profession interior competition from the nature monopoly industries when they separated .As a result of the planned economy influence, years of monopoly status, the lower level of the market. Their human resources management and the development are still extensive. But also they are in reforming time from the tradition personnel management to the modern human resources management. They have "the official position" mentality , the low quality of personnel, unreasonable structure , unscientific human resources present situation and etc. Simultaneously the human resources management system is still imperfect, Implementation of strategic human resource management has become a practical needs of survival and development of enterprises .This article first introduced the strategy human resources management development history, and elaborated this theory profound connotation and the practice instruction value. Next in the analysis state-owned electricity generation enterprise human resources management present situation, analyzed the main question with emphasis which in Hunjiang Power Company human resources work, proposed the tentative plan of implementing the strategy human resources management. Finally it links to the company reality, proposed specific measures to solve the problem and recommendations from the strategy organizational structure, the post appraisal system, the training development system, the salary management system and the achievements management system. Hunjiang Power Company implements the strategy human resources management to become one kind of tendency, one kind of direction, one kind of need. In the reforming process, needs the human resources manager to work out feasible combination of practical measures to promote the reform, and promote the realization of strategic enterprise. So it can guarantees the enterprise and the staff win altogether.
