From the first development park born in 1988, the economy development of my city parks has already passed the nearly 20 years course until now. Longitudinal comparising, my city parks economy has obtained the very big results.But, Crosswise comparising, it has still a greater distance compared to the south advanced area. The main performance is the following: the overall scale of my city parks development is small, the economic output is insufficiently big, the parks development is received"the bottleneck" restriction by the land, the fund, the environmental protection and so on, the service function need further elevation. These questions restrict seriously the Harbin parks economy to continue fastly to develop. The paper makes some beneficial discussions in my city parks environmental protection aspect, that cause it better development.The paper utilizes these research techniques: the theoretical analysis, the dynamic research, the demonstration research, the comparison research, the induction research and so on, and it pointes out that the industry parks development in my city had very many problems ,which environmental protection question was especially serious on the basis of my city industry parks present situation, The paper designes the product level, the enterprise level and the parks level to solve the parks environmental protection problem, and on the basis of these , it designes the economic targets, the management targets and the environmental protection targets to analyze synthetically my city industry parks economical environmental protection system.And it proposes the improvement measures.
