As a form of industrial organization, industrial parks gather relevant enterprises or institutions in the same place. They are playing an important role in pushing forward social and economic development due to their unique clustering benefits, synergistic effect and integration effect.Energy conservation and environmental protection industries belong to China's strategic emerging market, which adjust the conflicts between social and economic development and resource environment pressures. Driven by national policies and market demands, they are planned to become new economic growth points. Competition and cooperation are two factors that gather energy conservation and environmental protection enterprises together. During the cluster formation process, parks leading industries of the kind are a positive booster.This thesis takes development strategies of the CECEP (China Energy Conservation and Environmental Protection Group) Environmental Protection Equipment Industrial Park as the research object. Firstly, the research background and significance are briefly introduced. The literature review of basic theories about the development of industrial clusters and industrial parks provides the theoretical support for this research. Secondly, the development status of energy conservation and environmental protection industries is analyzed, and the development process and future development trend of these industries in China is described, with the focus on the development status of these industries in Sichuan province and Chengdu. All the above analysis helps provide the macro-environment conditions for the choice of development strategies of CECEP Environmental Protection Equipment Industrial Park. Thirdly, based on the research object, this paper conducts an overview of the basic situations of industrial parks, analyzing major factors influencing development of industrial parks and points out problems facing their development. Fourth, it adopts the analytic methods of strategic management PEST and SWOT to analyze the internal and external environment factors, advantageous and restriction conditions of its development and further confirms the strategic choice and basic orientation of the development of the industrial park and proposes the strategic development target of the industrial park. Fifth, the author focuses on analyzing key factors and difficulties during the implementation of industrial park development strategies, and provides specific countermeasures and policy suggestions concerning the existing problems.Through a standard and rigorous research, this thesis clarifies the development strategies of selection for industrial parks and their objectives, points out and analyzes key factors and major obstacles during the development process of industrial parks, and puts forward relevant policies and targeted measures to ensure the smooth implementation of the above strategies. Besides, the author refers to the development experiences of the other industrial parks, and reflects on the current situations to put forth several suggestions to achieve innovational development of CECEP Environmental Protection Equipment Industrial Park. Research into development strategies of industrial parks is a practical application of economic development and corporate management theories. The research findings can provide direct bases for the formulation and implementation of development strategies of industrial parks, and can serve as references for the government's industrial planning. The author also hopes that findings of this research can give some inspirations and references to the development of the environmental protection equipment manufacturing industry and other industrial parks.The limits of this thesis are the focuses on the future research. Firstly, the ecological industrial chain design for industrial parks in this thesis just remains in the level of conceptual design. It is suggested that, as more and more enterprises move into industrial parks, the vertical industrial chain of the subdivided industry which an enterprise belongs to and the crosswise synergic industries can be analyzed to design practical implementation paths and key indicators for ecological industrial chains. The quantized performance evaluation system can be adopted to verify the cluster benefits to better guide industrial clustering in industrial parks. Secondly, the suggestions for innovation development put forth in this thesis call for in-depth study. Industrial park operators and managers leading the development of energy conservation and environmental protection industries should think about what services they can provide for enterprises in industrial parks so as to give full play to their innovation to boost economic development in the reform environment of the supply front.
