Influence Of Environmental Protection Financial Expenditure On The Green Development Of Regional Economy

The Fifth Plenary Session of the 18 th CPC Central Committee clearly put forward the new development ideas of innovation,coordination,green,openness and sharing,and the concept of green development is gradually gaining popularity.The green development of regional economy pursues "win-win" between economic development and ecological environment protection.Environmental protection fiscal expenditure has the dual effect of promoting economic development and ecological environmental protection,and has an impact on the green development of regional economy.Studying the impact of environmental protection fiscal expenditure on the green development of regional economy can enrich theoretical research on regional economy,and provide a reference for the government to adjust fiscal expenditure and promote the green development of regional economy.The current research mostly ignores the dual requirements of economic development and ecological environmental protection for the green development of regional economy.This research studies the impact of environmental protection fiscal expenditure on the green development of regional economy through a combination of theoretical analysis and empirical testing.Based on the review of relevant research status at home and abroad,combined with theories of public goods,externalities,information asymmetry and spatial spillovers,this paper analyzes the mechanism of environmental protection fiscal expenditure on the green development of regional economy.Secondly,it analyzes the environmental protection financial expenditure from the aspects of scale and structure,and concludes that the environmental protection financial expenditure has problems such as stability and insufficient expenditure.On this basis,a comprehensive evaluation index system for regional economic green development was constructed,and the regional economic green development of 30 provinces in my country from 2007 to 2019 was measured and analyzed,and a spatial econometric model was established to empirically test the impact of environmental protection fiscal expenditure on The impact of regional economic green development.The research results show that:(1)From 2007 to 2019,the green development level of regional economy in various provinces in China increased year by year;And it shows the characteristics that the higher the level,the faster the promotion,and the situation that the eastern provinces are superior to the central and western provinces.(2)Fiscal expenditure on environmental protection has a promoting effect and positive spatial spillover effect on economic development,ecological environmental protection and regional economic green development,and has heterogeneity,that is,it is significant in the east,but not in the middle;it is significant in high-value areas and not significant in low-value areas..(3)The level of urbanization,industrial structure,and trade openness have a negative effect on the green development of the regional economy,while the effect of fiscal decentralization is positive.Based on the above results,the following suggestions are put forward: 1)Increase the expenditure scale of environmental protection finance and optimize the expenditure structure of environmental protection finance.2)Strengthen reasonable competition and beneficial exchanges between regions,and give play to the positive spillover effect of regional economic green development.3)Continue to promote urbanization and focus on ecological protection;take advantage of opening up to develop the economy while strengthening the supervision of regional polluting enterprises;further deepen the reform of the fiscal decentralization system and give full play to the information advantages of local governments.
