As the major supplying units of energy and raw materials, resource-based cities have contributed greatly to the development of national economy and society. Meanwhile, they are confronting with many serious developing problems, such as the exhausting mineral resources, the declining cities, and the aggravating ecological environment, etc. Since the implementation of reform and opening policy, the resource-based cities are facing more and more difficulties, and the shortcomings such as single economic structure are fully exposed. After the establishment of socialist market economic system, the resource-oriented cities develop very slowly owing to the un-adaptation to the new social-economic environment. Therefore, the economic transition of resource-based cities is the inevitable choice for achieving the sustainable development.This paper starts from the points of formation, current status and characters of resource-based cities, and analyzes the major challenges and problems faced by these cities. Continually, the paper discusses the influential factors of economic transition and some suggestions are put forward to improve the sound development of resource-oriented cities.This paper falls into five chapters. The first two chapters of which introduce the background of forming resource-based cities, related conceptions and researches at home and abroad. The third and forth chapters are the mainbody of this paper, which explore the necessity of resource-based city transition and transiting paths of urban dominant industries based on resources respectively from the perspectives of resources, capital, labor forces, sciences and technology, environment and government. The fifth chapter discusses the transiting experience of foreign resource-based cities and transiting practice of domestic resource-based cities, making references to the exploration of urban transition theory and practice.
