Perspective Of Social Relations Of Rural Poor Research

From 1980's, our country government has carried out large-scale anti-poverty development action, and has got gigantic achievement in rural area that are impoverished. However, the anti-poverty development action was a very important social activity which carried out in the earthbound society that emphasized "relation" deeply. The quantity of resource that the poor gained depended on the quality of their social-relation net to a great extent.The author discuss the social relation network in China profoundly and analyse the important influence on the distribution of social resource by looking back famous theory of social relation network.. Based on the important influence of social relation network in China ,the author construct a real and feasible anti-poverty relation model creatively by the way of inspecting anti-poverty activity under the view of relationship, combining the practical work experiences which the author worked in Shuangjiang town for many years as a staff member of civil administration bureau, and taking quantitative research and qualitative research through applying questionnaire in sociology and the methods of fieldworks in anthropology that including depth interview and participant observation.By studying ,the author discovers relationship (social relationship) has played vital role in the interact of anti-poverty organization and the poor. At the same time , relationship is both one kind of social resources and one kind of allocation of resources way.It can both paly a positive function to strengthen the building of rural infrastructure and help a vulnerable group's further , meanwhile it also can play a negative function to lead to the unreasonable distribution and extravagance of resource etc. Besides, the author seeks reasons which leaded to this phenomenon through strategy and policy of anti-poverty activity.As a result ,the author discovers that there are many reasons which leading to relationship takes important place in anti-poverty activity, such as overdependence of country's resource input and social service, lagging of social welfare and the construction of anti-poverty development systems.To resolve these problems ,the author suggests that we should lead the institutionalized building into 21C 's Chinese anti-poverty strategy in rural areas ,and make the institution be the guarantee of social resource distribution .Meanwhile , we should raise the input of fund and matter into anti-poverty activity by aggregating fund in many ways, add social resource of anti-poverty activity and construction in rural areas, improve the use of social resource in fair and reasonable ways, promote the utilization ratio of resource.
