Confrontation And Collusion-Three Cases Based On Precise Poverty Alleviation

To explore the research issues that how the state will go into society in the process of interaction between the state and society.And to show the logic of the operation of rural society.I introduced three cases of L village poverty alleviation policy implementation and explain the reasons for those phenomena by describing the passing of their.I found farmers had two different strategies to cope with the implementation of the policy,which are confrontation and conspiracy,through the collection,sorting,analysis of the specific case in L village poverty alleviation policy implementation.The reason for the farmers to take action in the snatch of wheat is that formal institutions are designed to achieve policy objectives while ignored the village's "fairness,sharing".When policy design can only be considered "fair and Shared" by some people,farmers and policy makers(village cadres)will adopt a conspiring approach to the review and follow-up of the policy.In the cases of "the disappearance and reproduction of the sheep" and "the borrowed apple cooperatives",they present a strategy of collusion between farmers and village cadres in different situations.Further combing the three cases,one key is to be found in different policies,there is a mismatch between policy design,policy makers and farmers.It presents the different logic between state governance and social operation,and it also provides the basis for explaining the operation logic of rural society.On the one hand,rural society follows fair and shared norms,which can provide protection and desirability for the interests of members of rural society,On the other hand,the logic of policy design(country)and rural society(poverty-alleviation cadres and farmers)is often quite different.Poverty alleviation cadres and farmers do not act according to the will of the state In the course of real policy practice.Instead,the country is relatively isolated in the form of confrontation and collusion.Then combining the national will with rural social norms in policy practice to achieve the goal of national investment.This process makes national policy a symbol of the social life of the village and loses its original purpose and value.
