Dynamic Nature Of Rural Public Goods Diverse Supply

Rural public goods are a spur to the development of rural society. A perfect provision system of rural public goods can reduce the cost and, consequently, improve the efficiency of the rural economic operation. Cask Law has told us that the largest volume is not decided by the largest rim but the shortest one. Modern agriculture is just like the shortest rim. If it does not make any progress, the volume of the industrialization and urbanization will by no means be large. As a result, sustainable development will be just a dream and harmonious society will never be constructed. By analogy, if the improvement of integrative producing power of agriculture is the shortest rim of modern agricultural construction, the provision of rural public goods is then the shortest rim of integrative producing power of agriculture. The effective provision of rural public goods is an indispensable headstream of industrialization and urbanization and the progress of planning as a whole in cities and the countryside.The paper consists of five chapters.Chapter One briefly states the background,significance, mian content,research way,and innovation.Chapter Two mainly introduces rural public goods supply theories.Chapter Three analyzes the causes of dynamic and diversified provision of rural public goods.This chapter, through analyzing the current situation of the rural public goods supply, the pluralistic theoretical foundation of the rural public goods supply, the pluralistic current requirement of the rural public goods supply, the pluralistic necessity of the rural public goods supply, the problem existing in dynamic and diversified provision of rural public goods, provides the theoretical foundation of diverfied provision of rural public goods. At the same time, the theory origin of dynamic supply and applicability of western theory in our country of are briefly introduced in this chapter. Chapter Four states the idea of dynamic and diversified provision system of rural public goods.Our country's provision of public goods is diverted from the unified mode of governments'provision to the multiplex mode which is participated by governments, private enterprises and profit enterprises.The multiplex principal parts put forwards multiplex demand for public goods, which became the cause of public goods'multiplex diversion. And again, as the result of the development of economy market, the attributes of public goods have changed accordingly. The present theories of public goods look into the problems of provision from the angle of static state of public goods'peculiarities. Consequently, the validity of the single solution scheme is emphasized when the realistic problems of the provision of public goods are dealt with. Owing to its different combinations with different degrees of non-rivalrousness and non-exclusiveness, public goods take on different hierarchies. On the other hand, non-rivalrousness and non-exclusiveness are changing, the boundary takes on uncertainty and obscurity. With the development of economy, the improvement of exclusive techniques and the transform of consuming need, the attributes of public goods are changing accordingly. The hierarchies of public goods, the dynamism of public goods and the obscurity of the boundary require the providing principal parts to change as well as the provision mode.How to improve the tactics of the dynamic and diversified provision system of rural public goods is illustrated in Chapter Five.Through analyzing the question existing in the dynamic and diversified provision system of rural public goods, and by realizing the uniqueness of the rural public products in China at the same time, the corresponding measure is put forward.
