| With our country economic society fast development, the resources energy pressure is more and more serious, the coexist of resources short and resources waste bring out the resources energy short becomes the bottleneck of the economical development day by day. The government graspes the public authority and holds the massive social resources, undertaking the social management and social service function. Therefore, the government must display the leading role in constructing the economy society, and guide society to develop towards harmony and health.The research on economy government is a relatively new topic in China. From the perspective of government the discussion on economical society's constructing concurrently possesses the innovation and broadening significance in the fundamental research, also has the necessity and instruction in the practice domain. This article obtains from government, this new angle of view, from the economy, politics, the cultural three stratification planes defines the rich connotation of the economical society, indicates the characteristic of the economy society, Shows that the key point is construct economy government, analyzes the characters of government to find out the reason why government isn't abstemious and give relevant countermeasure.
