| In this dissertation, I define the concept of Chinese centre enterprise and introduce coal industry in Inner Mongolia district, and analyze, the status of local economy development, and describe the principal-agent theory & the relevant research result on this thesis,then construct principal-agent math model to study the relationship between all parts'behavior in coal industry & the local economy development in Inner Mongolia district. According to comparative static analysis result of the math model, I think, the many problems caused by coal exploitation in Inner Mongolia district, such as coal mine accident occurring often, there being much waste during coal exploitation, local license-suspended small-scale coal mine continuing to exploit coal, the ecology in coal mine area suffering devastation and causing much trouble for local residents'life, and so on, are aroused by many institutional factors:ⅰ) the cost of keeping away productive behavior's negative externalities of coal industry is too high for center government,ⅱ) there is short-term behavior in supervising and governing the coal mines for local government,ⅲ) center government considers it political benefit and overtake tax from coal enterprise,ⅳ) the access to impeach illegal productive behavior is blocked and center government's punishment is weakened,ⅴ) the one punishment standard will encourage center coal enterprise to over-exploit coal.After learning the Chinese political and economic situation, especially the real state of Chinese coal industry, I construct a principal-agent math model to analyze and study the specific contract which exists in all benefit-share parts of coal industry in Inner Mongolia and the incentive system, furthermore I observe the effect of Chinese center coal enterprise in coal industry, then provide a feasible explanation for the existing status of area which are affluent in coal resources and bring forward own advices and countermeasures. |
