A Study On Economy Government In The Framework Of Public Finance

At present, the research on economy government is a relatively new topic in China. The cross-disciplinary research is the development of new trends. Economy government usually means saving on energy,resource and so on. In this paper, the conception of economy government is defined from the view of public finance .In my opinion, economy government can be defined as the government that has clear fiscal function, high-efficiency fiscal expenditure and low administrative cost. New public management campaign in Western countries provides a new thought for improving the efficiency of governmental payout. However, when we refer to the experience, we must deeply analyze the characters of government to find out the reason why government isn't abstemious and give relevant countermeasure.In this paper, public finance theory is used for the research on the construction of "economy government". As follows, the necessity of the construction is stated from the aspects of pubic finance, economy society, public pressure and persistent development; through the study of the subject——government in-depth analysis, we find out the reason for waste is thatlacking drive-mechanism which can force it to save and offer effective external supervision. At last, relevant policy is put forward as for the waste reason: 1. Initiating governmental enthusiasm and initiative, such as reforming governmental official achievement index, import competitive mechanism in the support of public goods and so on. 2. Intensifying external supervision, and enhancing the effectiveness of supervision.
