Doctor Robert·B·Denhardt is famous public administrator of America. He is a constitutionalism through criticizing"New Public Management", and he has high hope of democratic governance. How to brought about America's dream of democratic governance? Doctor Denhardt wanted to solve this question though his public organizations theory. Doctor Denhardt's public organizations theory came from there kinds of modern social science. They were phenomenology, critical social theory and postmodernism. He combined these there kinds of knowledge with public administration. He discussed the task of public organizations within new situation. Meanwhile Doctor Denhardt's public organizations theory also came from the unique heritage discourse, mainly the traditional public administration and the "new public management" reflection and criticism. According to this three kinds of knowledge, he got his public organizations theory thought abandoning them. The theory discussed the current world situation, and put forward the public organizations should have some values, the administrative ethical, democratic accountability, and so on. Doctor Denhardt's public organizations theory beyond the limitations of the traditional public administration and the"New Public Management", and this is a critical social theory. It has played a role in revealing some concepts, which lied under the mainstream of society under ideology. Through this theory we not only can get more details of public organizations, but also help us to correct we as citizens'positions. Although Doctor Denhardt's public organizations theory have still some unresolved issues, but these issues are unresolved in currency human society.
