The Research On The Rural Public Product Supply By Non-governmental Organizations

Since 2004, the state council has issued "no.1 document" continually for seven years, which is about the problems of agriculture, countryside and farmers. The problems of agriculture, countryside and farmers have already become the focus of national and social problems. How to improve the rural public goods supply becomes the root to solve the "Rural problems". The important problem for the rural public goods supply lies in the positioning of the main supply. At present, the main supply of the rural public goods is based on the government. However, government failure caused serious shortage of the rural public goods supply. The introduction of the power of non-governmental organizations to participate the rural public goods supply is imperative.This article starts from the concept of non-governmental organizations and rural public goods supply to discuss the non-governmental organizations' role and comparative advantage in the rural public goods supply. Then from the national level, we put forward some existed problems for China non-governmental organizations in rural public goods supply and analyze the reason. Moreover, taking Hebei province as an actual case, to adopt questionnaire and interviews way, through data analysis, we summarize the current problems and reasons for non-governmental organizations in rural public goods supply within Hebei province. Finally comprehensive national common problems and particularity of individual regions problems, and put forward the corresponding countermeasures:strengthen the development of non-governmental organizations legal construction; Establish non-governmental organizations supply diversified system; Improve non-governmental organizations supply mechanism; Improve non-governmental organization identities; Perfect non-governmental organizations talent mechanism.
