A Research On Development Of Rural Cooperative Economic Organizations In View Of The Public Management

Based on two backgrounds on both construction of the new socialism countryside and structural reorganization of the governments at the grassroots level in our country, this article makes an all-round research on Rural Cooperative Economic Organizations from angle of the public management in Jianli ,such as their reasons ,functions, problems of existence and solutions. The theory of public management which promotes that the society should be under control of the plural main bodies, and advocates governance and good governance, thinks that Rural Cooperative Economic Organizations is one of the plural main bodies to manage the countryside society, it is conducive to make up for the defects where the government and market fail to work effectively .With the unceasing perfection of the market economy and the abolition of agricultural taxes, Rural Cooperative Economic Organizations are playing a greater role in building the new socialism countryside. Rural Cooperative Economic Organizations abroad have a long history and complete functions, among which, mechanized agricultural co-op in America and co-op for agriculture of distinctive feature in Japan and South Korean may instruct our country to some extent.The production of Rural Cooperative Economic Organizations in Jianli Hubei province, it is the result of interaction between the development of market economy in countryside and the change of ways of management in the local governments. Rural Cooperative Economic Organizations go through two stages in Jianli, one of which is the stage where the government is dominant, the other one is the stage where the government leads, in each stage, pointing at the latest situation and following the agricultural policy, the governments at the grassroots level have made the reform of structural reorganization, the nucleus of reform are that the personneles are diminished and the functions are transferred, at the same time ,the government have taken some measures to promote the development of Rural Cooperative Economic Organizations. Nowadays, Rural Cooperative Economic Organizations are giving scope to the functions in building modern countryside in Jianli. However, as the market economy is not perfect and the management of the governments has deviation, there are some factors that obstruction their long-development, so, the government should take effective measures hard to promote them to develop fast and well.Rural Cooperative Economic Organizations of Jianli is only a case that is researched in this article, at present, agricultural taxes are abolished in the whole country, the construction of the new socialism countryside is carrying on, the structural reorganization of the governments at the grassroots level is general trend of history in our country, the local governments should support Rural Cooperative Economic Organizations to undertake partly responsibilities in managing countryside, making them become a capable helper of governments at the grassroots level in managing affairs in countryside.
