China's Garment Business Process Performance Evaluation System

Performance Evaluation is an important function of Enterprise Management. In order to build or optimize the Performance Evaluation Systems, many companies have put great effort on it. Companies in different industry, in different development period and in different strategy background may have different ways on Performance Evaluation. It has proven, only the Performance Evaluation fits the company's feature, it can really meet the request of competition and enterprise management.With the entrance of WTO, the competition between textile industries is fiercer not only in domestic but also in international companies. At the same time, with the abolition of textile trade quota, a new textile competition pattern will be formed. In the process of taking part in the new round competition, Chinese textile industries have to strengthen the competitive of themselves. Faced the change of textile market environment, the traditional Performance Evaluation System can not meet the request of modern textile enterprise management.The value chain as an effective tool to analyze the source of competitive not only takes account of the optimization and reorganization in the inner enterprise activities but also considers the donation and efficiency to the value component in the industry value chain.Based on the reasons above, this thesis analyses the process of textile enterprise operation and refines the composition key element of operation process performance, and then constructs an adaptive operation process performance evaluation index system. This index system measures the operation process performance from three aspects such as external situation, inner management and development capability. Then taken one representative textile enterprise as example and carried on detailed appraisal according to fuzzy integrated evaluation, this proved the rationality and dependability of the system, and proposed the constructive suggestions for this enterprise combining the evaluation result. The paper provides one kind of analysis tool for identification, evaluation, project and management of the operation process performance of the textile enterprise, offers new ideas for management strategy of the textile enterprise.
