This paper first analyzed some problems a typical research institute for military products QYY institute are facing with during its further development, including how to make strategic planning with proper development orientation, and how to conduct a reform to guarantee the realization of the strategic target etc. Of these problems, to strengthen human resource management and to build up a suitable team with its development is one of the most urgent problems need to be tackled.Under the background of the practical requirements of QYY institute and on the basis of development and human resource strategy, this paper adopted the method of competency model based on questionnaire investigation and interview. Through the strategic analysis, working position responsibility, competency ability structure design, investigation of competency, data processing and competency choosing, and competency evaluation and revision, a model of competency ability was built up and it was applied to work analysis, recruitment, performance evaluation, employee training and prompting.
