The reform of the position management is the key link for the public institutions in China to transfer the management mode of choosing and employing person, and attracts great attention in the current reform of personnel system in public institutions. Its main contents are as follows:on the basis of position classification and grading which are widely accepted in public institutions and designated by China;the government human resources and social security department at every level shall control the position numbers;the structure ratio and the highest grade according to the social function, the administrative level,;the establishment scale and administrative subordination of the public institutions; every public institution shall determine its own specific position and employ proper personnel autonomously. The E research institute in Anhui conducted the work of position establishment positively according to the united arrangement. Besides, according to the reply on the plan of position establishment by human resource and social security bureau of Anhui province, E research institute formulated the management and implementation plan of position establishment, proceeded the classification of all sorts of personnel, organized the personnel employment, and finished the initial position employment in 2013 after which all the personnel shall enter into the employment contract. Through the work of position establishment, E research institute in Anhui province transferred the train of thought and set up the correct view on position management; realized the transition from position management to identify management in mechanism aspect; realized the transition from fixed employment to contract employment in technical aspect. Besides, E research institute in Anhui province greatly promoted the reform work of other links in personnel system and enabled the personnel reform work of research institute step into the right track.This thesis insists to combine the theory with the practice on the basis of big background of personnel system reform of public institution in China, takes the principle of management level and career management theory as perspectives, analyzes profoundly the problems exposed in aspect of position analysis, structure ratio, dynamic management and the development of personnel career and other aspects after the implementation of current position establishment plan of E research institute in Anhui province, and puts forward relevant suggestions to solve above problems. The suggestions are as follows:further elaborate the position analysis, describe the position scientifically, and enhance the foundation of the work of position establishment; establish perfect talent evaluation system and position capacity standard, and improve the scientificity of position management; correct the misunderstanding, and set up the effective dynamic management system on the basis of policy; incorporate the career development plan into the position establishment, and promote the improving of whole level of research institute collectively and the realization of long-term goals through the development of personal career.
